iPhone 4 antenna issues: How bad are things for Apple?

It looks like Apple are between a rock and hard place at the moment.  After denying that the iPhone 4 has anything but software issues with it’s antenna, Consumer Reports in the US (a well respected independent consumer publication) came out after it’s own tests to say that this was indeed a hardware issue.  As a result, they cannot recommend the phone to consumers despite it performing exceedingly well in all other categories.
Boy Genius Report seems to think that Apple have two choices once their software update is pushed and the problem still remains:
Do nothing. Stick with the stance that there is no antenna issue with the iPhone 4, remind users that holding all smartphones a certain way will cause signal degradation, and deal with the impending lawsuits. Refute the concrete evidence and try to ride out the public relations nightmare.
Do some sort of voluntary recall of the first wave of iPhone 4’s. By doing this it would be admitting that, at best, the company was wrong and did not fully understand its own product, or at worst, it lied to its customer base. Deal with the backlash, and still potential lawsuit, and move on.
Apple are company that live and die by two things, their PR/Branding and the reputation for high quality, top of the range hardware.  At the moment both of these are being damaged the longer this goes on.
It’s going to be very interesting to see what Apple do next.
